What is Preadmission Screening and Resident Review (PASRR)?

PASRR is a two-part screening process. There is a Level I screening completed prior to any admission into a Medicaid-certified nursing home, or after admission, if the resident has experienced a significant change in condition. The purpose of a Level I screening is to identify anyone who may have a serious mental illness (SMI), intellectual disability (ID), or a related condition (RC). If identified, a PASRR Level II evaluation is completed.  The purpose of the Level II evaluation is to confirm whether an individual has SMI, ID, or a related condition, provide recommendations for nursing facility level of services, and when indicated recommendations for additional services in the least restrictive setting.

Acentra Health works with the Kansas Department for Aging and Disability Services (KDADS), hospitals, nursing facilities, NFMHs, local community mental health centers (CMHCs), and local Area Agencies on Aging (AAAs) to complete PASRR Level II evaluations. These assessments will be in-person, at the location of the person being screened and will be conducted by a qualified mental health and/or intellectual disability professional who is licensed in the state of Kansas.

 

What is a Screen for Continued Stay (SCS)?

Kansas NFMHs provide out-of-home residential care and treatment for persons experiencing severe symptoms of mental illness. Persons seeking placement in NFMHs are screened through the PASRR Level I and Level II process to determine whether their needs can be met with community-based services before their admission to the NFMH.

To comply with the 1999 U.S. Supreme Court Olmstead decision, and a Kansas 2002 legislative proviso, community mental health centers (CMHCs) began administering annual screenings for continued stays in 2002. Acentra Health will manage the screening process for NFMH residents in collaboration with CMHCs who complete the screens for continued stay (SCS).

 

Reconsideration Requests and Appeals

If you received a PASRR Screen for a Continue Stay determination or PASRR LII determination and you disagree with the outcome, you have the right to appeal. Your written appeal must be received by the Kansas Department of Administration, Office of Administrative Hearings, within 30 days from the date of this letter. Please send your written appeal to:
